if the animals that graze on timothy grass on Canadian farms are uninterested in eating spear thistle because of its thorns, any outgrowths of the weed found on their land are easily recognizable.

Has to be between B and E.
IMO B.
Plan is completely based on the identification of Spear and Timothy.
Any answer that tell that there is different between the two would be good.
E does not give any indication that whether farmers would be in position to differentiate between Spear and timothy.

How the plan will succeed? If farmer notify govt abt the ST. How farmer will come to know abt ST? Flashcards provided by govt and if farmer is using TG for some purpose and the supply of TG reduced.
Let's go to individual options.
A. This is doing nothing to the conclusion of the passage. Eliminate.
B. If TG is not available and animals are not interested in ST, then they will find out something else to survive. It will not be the case that animal will eat nothing. Eliminate
C. If ST pokes an hole then also TG is available and it's supply is not reduced. So farmer will not report in this case. Eliminate
D. We or farmer do not care the time when ST derives the nutritions. Eliminate
E. Aha!!!! Farmers use TG for their livestocks. Now TG is reduced, farmers need to know why? Farmers will ultimately find out that ST is causing reduction in TG. They have the govt flash cards with them. Using which they will be sure that ST is behind all this. They will report the ST to govt, and govt plan will succeed.
