Now look at the first line of the para
"A group of students who HAVE"
If the focus is on "group", it should have been "HAS" and BELIEVES
IF the focus is on "students", then it would be "HAVE" and "BELIEVE"

please verify the red color part it should be not to be instead of not be to
1. group is collective noun so singular verb believes
2. not to be X should be parallel to but to be Y

Dude, take a closer look at this part "A group of students who HAVE"....whats this 'who' modifying?.....Students, plural. The part of the sentence " who have begun to clean up Fredrick Law Olmsted's Morningside Park in New York city" is a middlemen, just describes the students forming that group. Eliminate the middlemen and again read through.

makes sense by taking out the middlemen....
so A could be the right answer...
but i still have a doubt, in questions like this....how do u decide which is the main subject...
because...clearly the "middleman" is modifying "students"....
