Congress is debating a bill requiring certain employers provide workers with unpaid leave so as to care for sick or newbom children.
(A) provide workers with unpaid leave so as to
(B) to provide workers with unpaid leave so as to
(C) provide workers with unpaid leave in order that they
(D) to provide workers with unpaid leave so that they can
(E) provide workers with unpaid leave and

OA - D


It's a fairly simple question and I narrowed down to B & D as they were the only one's using the right idiom.

I eliminated D because 'they' did not have a clear antecedent.

Could someone explain how they in this case refer's only to 'workers' and not 'employers'

I would go with "D" since the antecedent 'they' refers to workers in this case.

Secondly the demonstrative pronoun'that' seems to agree well with the noun children which is also in option C

But considering the grammatical aspect "D" seems to be more appropriate.

May be the experts can help us better.
