I am not quite sure i get the logic in this question.
The Dutch painter Vincent Van Gogh was known for his unusual use of halo-like effects on the lights in his paintings. This portrayal of light was unique in the European artistic canon of Van Gogh's time. Some art historians have proposed that Van Gogh suffered from lead poisoning, one of the symptoms of which is a swelling of retinas which causes the eye to see halos of light around brightly colored objects. C should be the right answer. One reason I was able to fix on C quickly was:

However, Let me explain my analysis:
Conclusion: Swelling of Vincent's retina led him to use halo-effects effectively.
You can look at it is Flaw in the argument question.
If Vincent had some retina problem, which led him to see halos of light around objects, then He should be able to see halos of light around the halo-like effects he created.
Logically, creating halo-like effects shouldnt have an impact on viewing halo-like.
C option Explains this flaw clearly.

Look back into the passage to see where the word "proposal" is used.
"Some art historians have proposed that ...." is where the proposal is actually menioned.
Proposal is that:
Van Gogh suffered from lead poisoning, one of the symptoms of which is a swelling of retinas which causes the eye to see halos of light around brightly colored objects.
I believe this is a bit poorly written question because, the proposal doesnt use any words to refer back to premises.
But still, we can undertsand the intension that some historians are proposing that Vincent's halo-like creations are because of the swelling of retina.
We are trying to find the flaw here.
If Vincent had a retina problem, he would see halos of light around objects.
I hope you will agree with me on the above statement.
I am just rephrasing the above statement.
If Vincent had a retina problem, he would see halos of light around his paintings.
It is given that Vincent created halo-like effects in his paintings.
Let me put this mathematically : Halo(Paintings)
This means he would be seeing halos of light around the halo-like paintings he has created.
=Halo(Halo(Painting))
This indirectly says that Halo(painting) is not because of the retina problem.
hence C should be correct.

Here Effect is Halo-like painting.
historians say Cause is swelling of retina.
We need to do one of the following to weaken:
Even when the cause occurs Effect did not occur.
Even when the effect occurs, the stated cause did not occur.
In this case, option C indirectly says that even when swelling of retina occurs, the halo-like effects in painting still exist.

I had chosen E, my reasoning was... "European artistic canon of Van Gogh's time" might have been forced to follow Gogh's style of painting with halo effect... because of his swollen eyes;
However, somebody who is outside the circle of influence of Van Gogh would not imitate his style... and hence...
