Eliminate C - Subject-Verb error
Eliminate B - To me the use of 'more than' is better than 'greater' (sorry im not an expert in SC yet, so can't really tell if there is a grammatical error here or not).
Between D and E, I would go for D only because it implies that the number of internet users is still growing, while E implies that it grew in the past, but is not growing anymore. (That's just my take on why D is better than E, may not be the best explanation though).

but why can't it be E because the increase was in past year which is already completed. it does not say from or since. can anybody explain

Error in Option A/Original sentence: NUMBERS
It should be " the number of". Eliminate Option A and Option C.
Next differentiate between "greater" and "more than". "Greater" is used to describe numbers. "More than" is used to describe numbers of objects or when making comparisons.
In this case, 10% percent is not a number. Hence eliminate options with " greater" i.e. eliminate B & E.
Thus D is the correct answer.
