Well, I guess to confuse. What else!
I found that both (A) and (C) are probable answers. What made me decide on (C) was the following reasoning:
The conclusion is based on the "number" of television sets. (A) says about the assemblers , but not the television sets they produce. IF (C) were wrong, then Borodians would be producing more television sets. As (C) implies, Borodians are producing less TV sets.
Hence, answer is [spoiler](C).[/spoiler]
