This is a basic case of parallelism: Minnesota should be referred to as a 'where.' If you are unsure, note that only
answer (E) has a "where....where" matchup. Answer choices (A), (B), and (C) mix 'that' and 'which.'
As for (D), the two independent clauses change the meaning. Minnesota is no longer the only place state where
wolves remain the archenemy of cattle and sheep. It simply states that "this predator remains the archenemy..."
