We're told that a scriptwriter has a particular series of fees for a script (based on the length of the script). The scriptwriter charges....
1) $4 for every standard script, which is 4 pages or shorter in length
2) 50 cents for every additional page
3) NO CHARGE for every 11th page of the script
We're asked for the total amount that he will charge for a 32 page script. This question comes down to thoroughness and basic Arithmetic.
We know that the first 4 pages will cost $4 and there is NO CHARGE for the 11th and 22nd pages. That leaves 32 - 6 = 26 additional pages, which will cost $0.50 per page. That will be (26)($0.50) = $13 more dollars.
Total cost = $4 + $13 = $17

4 + 0.5(32 - 4) - 0.5 - 0.5
4 + 0.5(28) - 1
4 + 14 - 1 = 17 dollars
(Note: We subtracted 0.5 twice because he does not charge for the 11th page or the 22nd page.)

Total page = 32 pages
The first 4 pages costs 4 dollars = standard script.
Remaining pages left = 32 - 4 =28 pages
NOTE that every 11th page is free
hence there is no charge on the 11th and 22nd page
remaining pages left = 28 - 2 =26 pages
The script writer charges 50 cents for every additional page {other than the standard script of 4 pages }
$$100cents=1dollar$$
$$50cents\ =\frac{50\left(1\right)}{100}=0.5\ dollar$$
Total cost for 32 pages
$$=4dollar+\left(26pa\ ges\cdot0.5dollar\right)$$
$$=4dollars+13dollars$$
$$=17dollar$$
