(1) Counting from beginning of the line, Goku is 5th person, and counting from the end of the line, Vegeta is the 5th person.
(2) Picollo is standing between Goku and vegeta.
Target question: Are there more than 10 people waiting in the line?

Head straight to...

Statements 1 and 2 combined
There are several scenarios that satisfy BOTH statements. Here are two:
Case a: BACK A, B, C, D, Vegeta, Picollo, Goku, E, F, G, H FRONT. In this case, the answer to the target question is YES, there are more than 10 people in line
Case b: BACK A, B, Goku, Picollo, Vegeta, C, D FRONT. In this case, the answer to the target question is NO, there are NOT more than 10 people in line

Since we cannot answer the target question with certainty, the combined statements are NOT SUFFICIENT

Answer: E
