Subjunctive(suggest)+ that + infinitive is the correct construction.
Since there are two infinitives here, to maintain a parallel structive between the two...use examine and decide.
This eliminates options B and C.
In Ops A and C the use of 'in using' as a present participle is incorrect and awkward.
That leaves us with D.
