Most students are in agreement that a quality education not only determines their future occupation but also that it enriches their life.
A are in agreement that a quality education not only determines
B agree that a quality education not only determines
C agree with how a quality education not just determines
D agree not only that a quality education determines
E have agreed that a quality education determines not only

I chose B over D. But, the correct ans is B. I thought to maintain parallesim we need "agree not only that .... but also that ..."
Am I missing something here?

the element after but also and not only must be parallel. the 2 element each must be adjective, adverb or clause

only D has 2 the same element, clause.
