this question 11 is from OG 11 and should be studied

waring that computers in the United States are not secure, the National Academy of Science has urged the nation to revamp computer security procedures, institute new emergency response teams, //creating a special nongovernment orgonization to take//charge of computer security planning

a,

b, creating a spesial nongovernment organization that takes

c, creating a special nongovernment organization for taking

d,and create a special nongovernment organization for taking

e, and create a special nongovernment organization to take

why we should use "to take" not " for taking" in d. pls, explain

its great that u have identified the problem, yeah its testing the parallel comparison.
So was can narrow it down to D and E.
E is preferable to D, because D use present continuous, which does not match with the tense "urged" (i.e past tense)
So E is preferable
