Scoobydooby, the problem with D is that it makes it sound as if the proposal seemed to be reverting to the British view on the question. C is OK because it's contrasting what Lansing implied about the American government with what the Wilson administration (the actual American government) thought -- not contrasting Wilson with Lansing.
