Hi

In the sentence below what is "without it"?

- Without it, the reader's first impression is that the plan itself has been put forth.-

Is it a phrase/ subcluase/adverb/modifier or conjunction?

"Without" is a preposition.
"Without it" is a prepositional phrase when it comes to parts of speech.

In this sentence it plays the role of a modifier.
