idiom: consider xy or consider to be?

Q. Some hiring managers may not consider writing skills as necessary tools, but such skills are increasingly important for employees to have, particulary when the employees correspond closely with clients via email.

B. Some managers may not consider writing skills as being
C. Some managers may not consider that writing skills become
D. Some managers may not consider writing skills to be
E. While writing skills may not be considered by some hiring managers as

I learnt that the correct idiom was consider xy. However, after coming across this question, I am more confused coz the answer is D!? Can someone help?

Usually, in GMAT, no preposition allowed after consider. However, we use "consider to be" in our daily life.


Now, we have C and D only
C. Some managers may not consider that writing skills become
"consider that writing skills become" seems to be incorrect.


D. Some managers may not consider writing skills to be
So we left with the option D only
