C. Exhaust emissions contribute to pollution.
D. The new inspection program will be effective.
E. Our ancestors did not suffer from air pollution.
According to me the answer is C. The explanation is as follows:
Premise 1: Auto exhausts are a leading contributor to coughing, wheezing, choking, and pollution.
Premise 2: The state's long-term interests in the health of its citizens and in this area as a place to live, work, and conduct business depend on clean air.
Conclusion: The new vehicle inspection program is needed to protect the quality of the state's air, for us and for our children.
When you negate the option C, you do not get the conclusion. Option D was also close but the negation of the option D does not nullify the conclusion. Hence I went for the option C.
Please post the answer as soon as possible...
Hope this helped to understand and if i m wrong then please let me know...
