I may not able to provide you some formula for solving this but i may certainly help you understand the Question
B. it is of such debilitation, it has become an economical
such is used for abstract examples rather than citing situations

so B and D are out
C. so debilitating is it as to become an economic
Redundent(see the bold face)
E. there is so much debilitation that it has become an economical
Wordy and Changes the meaning of the sentence

So left with A!

Refer Spidey Sentence Correction Notes
the correct formats are:

so + adj + as to + verb & such + adj/adv/noun + that

remember that "so as" is always wrong on the GMAT LAND.

Using these formats lets eeliminatte teh options.
E is definitely awkward
B and D eliminated becaiuse teh format says such-that
C eliminated because a verb is coming bw so and as to

so OA is A

Economic or Economical

Economic Drain implies a drain on the economy of the country

I have never read economical drain used in the same context but you could say an individual spends his finances economically. To elaborate that to a country is not correct.

B, D, E are eliminated because economical changes the meaning of the sentence.

C is wrong, so debilitating is it (that's a question) .. grammar

A is correct - Although X is not fatal, it is so harmful that it has become an economic drain on the country.
