the correct formats are:
so + adj + as to + verb & such + adj/adv/noun + that
remember that "so as" is always wrong on the GMAT LAND.
Using these formats lets eeliminatte teh options.
E is definitely awkward
B and D eliminated becaiuse teh format says such-that
C eliminated because a verb is coming bw so and as to
so OA is A

Economic Drain implies a drain on the economy of the country
I have never read economical drain used in the same context but you could say an individual spends his finances economically. To elaborate that to a country is not correct.
B, D, E are eliminated because economical changes the meaning of the sentence.
C is wrong, so debilitating is it (that's a question) .. grammar
A is correct - Although X is not fatal, it is so harmful that it has become an economic drain on the country.
