Here, which seems to refer to gold reserves -- the nearest preceding noun phrase -- implying that GOLD RESERVES raised fears.

Here, they (plural) seems to refer to gold reserves -- the only preceding plural noun -- implying that GOLD RESERVES feared that other countries would do the same.

This meaning is nonsensical.
The intended meaning is that fears will RESULT from the sale of the gold reserves.
