I could find 3 splits-
1. Countable Vs. Uncountable noun - "amount" cannot be used for accidents since accidents is countable. Eliminate A & B
2. Subject verb agreement - 'The number' is singular. So, 'Have' is incorrect. Eliminate C
3. Comparison - 'The number of X' has to be compared with 'the number of Y'. Eliminate D
