It really depends on the school/program, but in general I would say that most applicants to these programs will have a full time job, yes, but it is generally not a requirement, so if your profile is very impressive otherwise, it may not be a must, but it could make your whole profile look less impressive in some cases.
Some kind of career support is often offered for these programs as well, but in some cases, it is not as extensive as for the regular MBA programs. And not all companies are interested in career switchers and others who opt for an executive MBA program over a regular one so your options and opportunities are likely to be limited due to that as well.
But generally I would say you need to look these bits up for each school and program you are interested in, rather than asking this as a general question.
