I don't think it's B,C or D...I'd say A
If Essex County had 209,100 residents in 1990 and experienced a 1.5% increase in 1991 then thats about 3,000 more residents bringing the population to about 212000. If the pop. in 1992 is 209000, the Essex County must have experienced a pop. decrease.
So both counties have a pop. increase in 1991 and a pop. decrease in 1992, hence A.

IMO answer is A
B, C and D are staright out, because they do not make any sense.
E is wrong becuse E says that 'Essex County experienced a positive increase in 1992'. If that is true then population should more than that of in 1990. Since it is not so E is not correct
