OG Question

By a vote of 9 to 0, the Supreme Court awarded the Central Intelligence Agency broad discretionary powers enabling it to withhold from the public the identities of its sources of intelligence information.
(A) enabling it to withhold from the public
(B) for it to withhold from the public
(C) for withholding disclosure to the public of
(D) that enable them to withhold from public disclosure
(E) that they can withhold public disclosure of

OA = A

Any thoughts why b) is incorrect ?

You know, I'd say (B) is wrong here for the pretty unsatisfying reason of "we just don't say that." You have a "power to do" something, not a power for you to do something. I'd say
I have the power to make clean dishes dirty at an alarming rate,
not
I have the power for me to make clean dishes dirty...
Similarly, I'd say an ability to do.

We just don't need or use the "for [pronoun]"... we head straight to the infinitive.
