Gmat prep -- Crazy question

Which if the following most logically completes the argument?

United states manufacturers currently produce most of the world's solar-power generators-most of which are exported to Europe. However, European manufacturers are emerging and probably will ultimately capture much of the European market. The United States government is funding initiatives intended to encourage use of solar power within the United States. If these initiatives succeed in increasing the demand for solar-power generators in the United States,United States manufacturers will probably maintain significant production levels, since---------------

A) some United States manufacturers have been substantially increasing their output over the last several years.
B) the efficiency of solar-power generators in converting energy from the Sun into electric power is not improving as fast as it once did
c) Just as European manufacturers enjoy certain advantages in Europe, so do united States manufacturers in the United States.
d) European government are currently undertaking initiatives to stimulate the use of solar power within Europe
e) the current market for solar-power generators in the United States is very limited.

so here is my explanation to this question-
k just to summarize the whole question
- US manufacturers capitalize a major share in european market; european markets slowly catching up and WILL PROBABLY capture EUROPEAN markets .
- Now how can US manufactures still maintain a significant level of production despite of losing ground in Europe ?
A) past is not an indication of future in this case , so you can safely eliminate
B) irrelevant
c) k..keep on hold
d) nothing to do with the US manufacturers
e) So this weakens the argument ; if the market is already limited govt taking initiatives would not do much good for US manuf.
So coming back to C i think it is safe to assume that playing on the home turf will give US manufacturers that can translate into more production from there sides especially with the US govt supporting there agenda

If I have faced this question during the exam it would be E but C is with in the scope of the mentioned situation. We need a strong answer to get rid of C. I dont think if I am sure on E

IMO: C

Op E is already mentioned in the argument. The government is taking initiatives to increase the use of solar power. These initiatives will help the manufacturers to maintain a significant production levels when US mannufacturers enjoy a certain advantage in US.

Option E is same as the assumption above.
C may be a good fit

OA is C, but I am not sure how E is incorrect and C correct.
Can anyone explain.

OA is C and even my pick was Op E. thats why posted this question and waiting for really nice explanation

Oh God! I picked C as my answer, but then picked E because of your saying it's tricky ha ha ha
