we need a conjunction to join a later part to main clause , therefore we need 'with'.

IMO A
I am confused between A and D
but ....... and with meat as a rarity -- sounds awkward
So i ll go with A
I would go with D. A seems to imply that the diet consists of "rarely meat" some sort of a special meat that is..the adverb (rarely) seems to be modifying noun meat which it can't.
I could be wrong though (i put this disclaimer on every SC post as i am no expert and don't want to mislead folks)

IMO answer should be D if question is like ....

730. The diet of the ordinary Greek in classical times was largely vegetarian—vegetables, fresh cheese, oatmeal, and meal cakes, and meat rarely.

(C) with meat as rare
(D) meat a rarity
(E) with meat as a rarity
The answer here is E and thus would like to think that the OA on the original post should be D.

I would definitely go with D. The clue lies in the non-underlined part of the sentence - was largely vegetarian - vegetables, dairy products and rarely meat.
The sentence can be rephrased as "The diet of the ordinary Hindu in Vedic times was largely vegetarian with meat as a rarity. " Here Vegetables and dairy products are just examples of vegetarian and option A wrongly implies that Rarely meat was a form of vegetarian food.!!!!
