IMO D, speeds here refers to different SPEEDS that wave can attain at different TIMES

2) SpeedS here is not the verb that is being performed by singular WAVE. The verb is Reach
a seismic sea wave that can REACH X and Y

In B, "up to 150 miles per hour IN SPEED" is not parallel "with HEIGHTS of up to 200 feet".
