subjunctive verb

The National Security Agency insists that in order to disrupt any terrorist activities, it regularly scan most if not all overseas cables and telephone traffic and a large volume of written domestic communications.?

Please let me know whether it should be scan or scans ?

IMO scans... as the subject is "it" - National Security Agency

It is "scan" Bare form of verb according to MGMAT

ok.. seems we missed the "subjunctive mood" over here.... it would have been easy to guess if the statement had been "it should regularly scan most if not all....."

Eg - I wish I were.... instead of I wish I was.....[/i]

We need to use SCAN here
It's an example of subjunctive mood


e.g
I insist that he resign--correct
I insist that he resigns--incorrect

Exactly -- the subjunctive has the same form as the infinitive without "to", often called the "plain" or "bare" form, meaning that it isn't assigned endings to match the person and number; forms that match the person and number of a subject are called "finite" verbs, because they have endings.
