exactly! I saw this post late night and could not understand it at all. Thought I needed some sleep!

Now seeing that you too have the same view, I believe the question has a typo or is wrong.

I'll give it a shot

Out of a growing pride in the region's pre-automotive achievements have developed a committee for the preservation of Detroit's landmarks and artifacts that are creating monuments and museums across the city.

Lets simplify the sentence

Out of a growing pride in ... X..... has/have ....developed a committee for ....Y.....That are creating/is creating/create ...Z..

Pride is singular ... so we have to use HAS and not plural HAVE

Committee is singular so... "are creating" option is out..

Down to B and C

Now consider the sentence.. out of growing pride... (pride is growing.. it has not yet stopped growing, hence we should use present continuous tense) ... hence.. we should use "is creating" ...

Also in option C indicates that Detroit's landmarks and artifacts create monuments and museums across the city, now Detroit's landmarks and artifacts cannot create monuments etc.. a Committee on the other hand can..

Hence B is our winner.

Also, let me try and create a similar dummy sentence which uses the same structure, it might help you understand the structure..

Out of a growing pride in saving rare fishes has developed a committee for the preservation of fishes that is creating aquariums across the city.

a) have developed a committee for the preservation of Detroit's landmarks and artifacts that are creating

b) has developed a committee for the preservation of Detroit's landmarks and artifacts that is creating

c) has developed a committee for the preservation of Detroit's landmarks and artifacts that create

d) have developed a committee for the preservation of Detroit's landmarks and artifacts that is creating

e) have developed a committee for the preservation of Detroit's landmarks and artifacts that create

Detroit is a city famous for the big three auto companies. But it had a history before that , before it became synonymous with auto industry. Some are taking pride in achievements & landmarks of those days and made a committee. This committee is responsible for the preservation of Detroit's landmarks and artifacts that are creating monuments and museums across the city.

B looks to be the best for reasons explained also creating parallels with growing

I think C is correct. We need to use simple present tense rather than present continuous tense.

What is the source of the question?

Such an awkwardly worded sentence... I have yet to see something this awkward in the OG guide!

The non underlined part of the sentence uses the word growing, indicating that the pride in region is continuing to grow, Consider the cause and effect relationship in the sentence. if cause is continuing, the effect will also continue. Hence Present Continuous Tense is required.

Anyhow, I am done with this question. In the test if i get this question, i would pick B for reasons mentioned above. Cheers.
