SC- phrasal verb placement?

Hi there

In the below sentence, is 'tie up' a phrasal verb? If so, how come it is not functioning as a verb? In the subordinate clause, the verb is part of the phrasal verb. Can someone explain?

In the mid-1990s, the Tatas floated a proposal to tie up with Singapore International Airlines for a domestic carrier in India but the proposal fell through.

Yes, "tie up" is a phrasal verb and it modifies the object "a proposal." It talks about the purpose of the proposal - the proposal is "to tie up with Singapore International Airlines..." The phrasal verb "fell through" used in the second clause has the function of the main verb and it is conjugated.

you mean to say phrasal verb can function as objects and other? I was thinking that phrasal verbs basically convey action/state of the doer.
