The quickest solution is to find a pair of values for b and c that satisfy the given information (b/c = 1.25)
For example, it could be the case that b = 125 and c = 100 (since 125/100 = 1.25)
At this point, the question "c is what percent of b?" becomes "100 is what percent of 125?"
Well, we know that 62.5 is 50% of 125, which means 100 must be more than 50% of 125
Answer: E
