Looking for feedback on my AWA Essay, taking test in 20 days

This is my first post, so please bear with me. I am taking the GMAT in 20 days or so and haven't practiced the AWA portion of the exam that much. I wanted to post and essay and get some feedback on how to improve it, or just how it looks. I am not a math wiz, so I am trying to boost my verbal /awa scores as much as possible since thoae are my stronger subjects. Any feeback would be appreciated ! This is an analysis of an Issue Question. The question is, "Responsibility for preserving the natural environment ultimately belongs to each individual person, not to the goverment." Here is my response:

I strongly agree with the statement that responsibility for preserving the natural environment does ultimately belong to each individual person, and not the government. The main reasons are that the government cannot be everywhere at all times, there is a large cost savings when individuals carry the responsibility, and an individual can have a larger impact than the government alone, and.
First, the government cannot be responsible for preserving the environment because the government cannot be everywhere at all times. The government would have to create laws to deter behavior that could be counter to their goal of preservation. Since they cannot know when every infraction will occur, this allows the individual to determine if they are going to follow the law or not.
Second, enforcing laws, that would deter individuals from violating preservation laws , can be very costly. Creating and maintaining agencies, such as preservation officers, can cost taxpayers large amounts of money. Costs incurred by trying an individual in a court of law, as well as cost of incarceration (if convicted) must also be taken into consideration.
Lastly, when the responsibility of preserving the natural environment is places on the individual person, better control can be established. Through education, media campaigns, and other channels, the individual can be educated and conditioned to understand the importance of preserving the natural environment through proper action. When the individual understands and respects these ideals, a better control is established for preventing violations.
A strong case can be made for placing the responsibility of preserving the natural environment on the individual person, and not the government. The government's reach is limited, enforcement of laws can become costly, and more control can be attained when the responsibility is placed on the individual. When the individual person takes responsibility for preserving the natural environment, only a positive outcome can result.
