Choices C does begin the second part of the parallel by using suggest. But it introduces the non idiomatic for decreasing.

First is to find the spilt (3:2 between 'Suggest' and 'by suggesting'). I will go with Suggest since in the first part the parallel marker word is "Propose"
While some propose ...., others suggest.......
IN C,D,E.
I am confused between the usage of 'the reduction'vs 'reducing'.
Can someone please explain me how to find the slip between these two ?

(C) suggest the reduction of software prices for decreasing the incentive for pirating, and still others call --- for is used to give reason or example but over here sentence demands intention, therefore, infinitve to should be used & usage of reduction & call doesn't keep the sentence parallel to the word attempting
(D) suggest the reduction of software prices to decrease the incentive for pirating, and still others by calling
(E) suggest reducing software prices to decrease the incentive for pirating, and still others are calling

Propose, suggest - BOTH parallel and in the present tense
Eliminate A,B,C
D VS E
In D, calling by itself is a gerund and we need to insert a verb 'are' to make it a verb.
Hence E
