While some propose to combat widespread illegal copying of computer programs by attempting to change people's attitudes toward pirating, others" by suggesting reducing software prices to decrease the incentive for pirating, and still others by calling "for the prosecution of those who copy software illegally.

Choices C does begin the second part of the parallel by using suggest. But it introduces the non idiomatic for decreasing.

First is to find the spilt (3:2 between 'Suggest' and 'by suggesting'). I will go with Suggest since in the first part the parallel marker word is "Propose"
While some propose ...., others suggest.......


IN C,D,E.

I am confused between the usage of 'the reduction'vs 'reducing'.

Can someone please explain me how to find the slip between these two ?

Propose, suggest - BOTH parallel and in the present tense

Eliminate A,B,C

D VS E

In D, calling by itself is a gerund and we need to insert a verb 'are' to make it a verb.

Hence E
