Question 297-

Can someone please explain me what's wrong with (C) and even though (c) is correct? Why do they have In the United Sates, Fifty-two percent....., ........

Why do they have these two commas in option (c)? Do we have a modifier in choice (c). To me the middle part of (c) was enclosed in two commas and seemed like a non-essential modifier and I striked it off.
