The OA is C. I am confused, in Gmat, compare to is incorrect and compare with is correct. Is that correct? Also, I find an explanation said that in choice B, Of the Californians and 43 percent of them are repeated,but I don't think so. I believe because the sentence refers Californians first and then use them to refer. Am I correct?

Compared with is used to compare similar things: Cars and cars.
You should not eliminate an answer choice directly just by thinking that this would never be correct on the GMAT.
Regarding answer choice B, a decade is compared with 43% people. Hence incorrect.
