Hi,
I thought the answer is A) but the correct one is D) - can you explain why A) is wrong??
Congress is debating a bill requiring certain employers provide workers with unpaid leave so as to care for sick or newborn children.
(A) provide workers with unpaid leave so as to
(B) to provide workers with unpaid leave so as to
(C) provide workers with unpaid leave in order that they
(D) to provide workers with unpaid leave so that they can
(E) provide workers with unpaid leave and

E) leave and....changes the meaning : discard
C) in order that they is again cant go with care
Another way to go is
require smthing to is correct idiom
so discard A C E forthwith 8)

''so as to'' is correct but in right context.
for this problem i think It's not appropriate to place it before ''care''.

The use of the word "to" is critical in the sentence, which otherwise seems incomplete; hence eliminate A,C and E. In Choice B, we do not understand clearly who is doer of the action (i.e. caring for sick or newborn children"). Hence D
