x % of 40 = y

40x/100 = y

x = 100y/40

x = 5y/2

10x = 25y

x/100*40=y

x/100=y/40

What number would you multiply x/100 by to get 10x?

The answer is 1000.

Multiply y/40 by a 1000 to get 25y.

x/100 * 40 = y

x/100 = y/40

x = 100y/40

x = 10y/4

x = 5y/2
Therefore, 10x = 50y/2 = 25y.

Answer: C
