Answer: E

Can someone please explain the steps to achieve this result?

(1) One of the 6 countries sent 41 representatives to the congress.
There are a total of 75 representatives, and 41 > 75/2. This implies that the country who sent 41 representatives sent the highest number of representatives.
Now representatives left = 75 - 41 = 34, which are sent by the remaining 5 countries.
If country A sent 10 representatives, then the remaining 4 countries sent 24 representatives, which can be done in multiple ways.
If country A sent 9 representatives, then the remaining 4 countries sent 25 representatives, which can again be done in multiple ways.
No definite answer; NOT sufficient.

(2) Country A sent fewer than 12 representatives to the congress. It is same scenario as we did in statement 1; NOT sufficient.

Combining (1) and (2), we get the same info from both the statements; NOT sufficient.

The correct answer is E.
