"Recommend" is itself a bossy verb, so "should" is redundant. (And bossy verbs, when dealing with subjunctive constructions, tend to introduce "that" clauses.)

If given the choice between: The teacher insisted that I be quiet. and The teacher insisted that I should be quiet. the GMAT will always prefer the first construction
