D is wrong for comma . A comma separates two dependent clause , but In D the clause is independent

never were sold sounds incorrect can u explain how A is the correct sentence

A is the correct answer as ,"were" is used for "products"

or

it should be ''... products that were never sold''

In the original sentence "products that, due to a decline in public funding for instructional material, never were sold"

As the above sentence already uses "product " once, so using it twice would be incorrect
