x% of x% of y = x/100(x/100 * y) = x^2y/10000

x% less than y = y - (x/100 * y) = y - xy/100

Now from Condition 1:
x(x+100) = 10000
i.e. x^2 = 10000 - 100x

Multiplying each side by y and dividing by 10000 we get:

x^y/10000 = y - xy/100 (this is x% less than y)

So condition 1 is sufficient.

Now look at condition 2:
There is no mention of x, so it's not sufficient.
