Evaluating Statement 1: Let x be initial amount of sugar in the jar and y be amount of sugar removed from the jar. Then, we need to find ((x-y)/x)*100 to determine the percent decrease.

Statement 1 says the reduced amount needs to be increase by 30% to fill up the jar again.
Thus, 30%(x-y)=y. Rearranging this, we can determine the value of (x-y)/x). Thus, statement 1 is sufficient.

Evaluating Statement 2: As we do not know, how many cups of sugar is there in the jar, we cannot determine the percent decrease. thus, statement 2 alone is insufficient.
