Agree with OA.
The idiom construction has to be so X that Y
Only A and E fit.
E does not qualify because of the erroneous reversal in construction.
i.e present rate of buildup... should precede the global concentration... and not the other way round.

It is easy to narrow down to A and E because idiom so.. that
remove the part after rapidly for better understading.
Now sentence is saying should x happen, y will occur.
In E rate of buildup did continue is wrong.

One more reason for rejecting E .
See the If clause ... It has "if the present rate of buildup did continue " .
But non-underlined part has Will .For having Will we must have Simple Present Tense verb in if clause but it is not there .
This is my way of interpritation. Correct me if I am wrong.
