Immigration law by the ACLU

Disturbed by unfair treatment such as low pay and long hours, the idea of the work visa was improvements of the immigration law by the ACLU.

(A) the idea of the work visa was improvements of the immigration law by the ACLU.
(B) the work visa was an idea for improvements of the immigration law suggested by the ACLU.
(C) the ACLU suggested the work visa as an improvement to the immigration law.
(D) the ACLU suggested that immigration laws be improved by the work visa.
(E) the work visa was suggested to be an improvement of immigration law by the ACLU.

Between C & D, when using the word "suggested" (which brings in subjunctive mood), shouldn't the word "that" follow it? I chose D, but the OA is C. Can someone please explain why C is correct?

What is the source of the Question?
I also got D
It is a clear case of Subjunctive mood and so it requires "That"

I was leaning towards D too and the OA talks about active / passive voice which makes sense. The question is what takes precedence (use of subjunctive or active voice??)

We must be missing something if the OA is correct even though D's subjunctive consideration seems ok.

IMO C.

Important point to note is that ACLU suggested the visa.

like

Doctor suggested vegetarian diet to A for his/her better health.

B/W C and D
C puts emphasize on the initiation of the idea of work visa as a step to improve ...
D it says the improvement (of ..) should be achieved by work visa.

Hope it clears. Please correct me if I am wrong.

Agree with Sudeep..

the question seems to be talking about how work visa came...

C rightly highlights that, while D shifts the focus to immigration laws.

Apart from What I felt about the subjunctive mood thing I also I feel that C is passive while D is active.
So how can we eliminate D?

I am leaning towards E.

Passive voice is undesirable but not wrong.

Look at the modifier in original sentence, Distrubuted by unfair treatment....., idea of work visa.
How can idea be distributed by unfair treatment by ALCU
Dont you think it should be work visa that modifier should modify?

I eliminate C for same reason.

In D, the meaning does not make sense.
How can work Visa improve immigration laws. It should ACLU improving the Laws.


I think the source is not right. We should avoid such confusing sources.
Please correct me if I am wrong

I think the answer is D because modifier "Disturbed by unfair treatment such as low pay and long hours" modifies ACLU and verb suggested requires subjunctive
