The hidden idiom Both X and Y

where X-> American competition
Y->Irish competition

In order to is the right idiomatic usage also.

In order to protect...... ,England -> Modifer placement is right

I would go with B

'against both X and Y ' is the right idiom and not 'both against X and Y'
