To Lead is not idiomatic, We are left with B and E.
More delay or Increase in the delays. I would choose Increase.
My pick is E.
The other one is tricky. I would adopt elimination process.
'Confined To' is the best. So we have B and E. E sounds the best.
Option A: wordy and awkward construction
B: 'Instead of Confined to' is again awkward. I would prefer 'rather'
C: awkward
D: confinement in ..doesn't sound good
E: my pick.

@surya
2 D is wrong because of || ism.
"to go" should be parallel to "to confine"
Please correct me if i am wrong
