The following appeared as part of an article in a magazine devoted to regional life:
“Corporations should look to the city of Helios when seeking new business opportunities or a new location. Even in the recent recession, Helios’s unemployment rate was lower than the regional average. It is the industrial center of the region, and historically it has provided more than its share of the region’s manufacturing jobs. In addition, Helios is attempting to expand its economic base by attracting companies that focus on research and development of innovative technologies.”
Discuss how well reasoned . . . etc.

Above statement is suggesting corporations to seek city of Helios for new business opportunities. But after deep analysis I think that the statement has failed to make good impression. Additional data and numerical figures are required to make the statement more convincing. Generally any company looks at factors such as cheap and ample land space, continues supply of basic facilities such as water and electricity, fast and efficient transportation, availability of educated and skilled labor and tax rebates to start facilities. Above statement hasn't mentioned any data regarding these factors and thus incomplete.

First of all, the statement says that in recent recession unemployment rate was lower than regional average. But the statement doesn't provide actual numbers of recession rates in Helios city, surrounding area and entire country. Lower unemployment rate could be just by chance and it will be useful if author supports his claim by statistical tests such T test. Also, it could be that as compared to unemployment rates in other parts of country, unemployment rate in Helios is far worse. Moreover, even if we assume that in Helios unemployment rate was lower then that would mean that in that city ample industry is already present and new industry will be required to fight for resources.

Secondly, the author has stressed on the history of manufacturing jobs. Obviously industries which are not dependant on manufacturing such as Computer, software or banking won't find this statement valuable. Also the author needs to back his claim by providing the trend of the data. Without the trend of data the statement could be misleading. For example, in past Helios could have provided its share of the region’s manufacturing jobs. But that trend could be actually decreasing. Other new cities in that region could have affected that share in recent years.

Moreover, in the last line the author says that Helios is trying to attract companies that focus on research and development of innovative technologies. Again companies from other areas might loose interest because of this statement. The author has also failed to provide details of actual facilities that Helios is providing to companies that focus on research and development of innovative technologies. If the statement provides details of actual facilities such as cheaper land rates or tax rebates then that will attract companies to greater extent.

Overall, I think that the statement needs to add far more data. As mentioned in the first paragraph, data about actual needs of the companies should be added. Addition of this type of data will strengthen the statement and will help industries to make right decision.
