"seems" is the correct usage I feel. So D for me
You can, for example never foretell what any one man will do, but you can say with precision what an average number will be up to!

I would go with C

In D - placement of despite in latter part of the sentence is awkward.
A good question also deserves a Thanks.

I think its C

1)"seem" is wrong.
2)"Them" Looks wrong as it refers to "weekly magazine"singular.
3)Seems ok
4)"Usage of this is despite"looks awkwards.
5)"Seemed" should be seems
Whats the OA?

Is the comma after that correct?are we supposed to pause after that and then say despite?

Good spot. I felt that C retained the implied meaning of the sentence more than the other choices.
