None of the above replies make sense to me.
Why isnt the OA : A .
Here to weaken the plan to examine the citizens of Country Y , we can find a reason to support that the citizens of Country Y are not causing the outbreak.
B has the keyword "ALL" - catch some and still you can curb right.

D - if its not spread through contact but through air and Citizens Y are the carriers, this plan wont work.

So i picked up A that gives me an impression that the Citizens of Y are not actually causing the outbreak since the cases in Z did not increase.
