OA is E but I picked C.
Can someone tell me why C is wrong

Is the answer E? Since the accumulation of trash for 2 weeks is equivalent to accumulation for 15 days, this will definitely lead to rodent infestation. No one wants rodent infestation and hence the favored vote would be to get rid of teh trash sooner than 15 days. which leads to favoring of Plan B.
Most of the other choices that relate to sorting of recyclable and non recylacble trash have no relevance to favoring one plan over the other.

Agreed.

C is incorrect because it does not lead you to choose one over the other. If it is true that penalties will be levied against those who do not sort their trash, which plan states that the trash must be sorted? Neither address the need to sort trash.
