47. Since 1986 when the Department of Labor began to allow investment officers’ fees to be based on how the funds they manage perform, several corporations began paying their investment advisers a small basic fee, with a contract promising higher fees if the managers perform well.
(A) investment officers’ fees to be based on how the funds they manage perform, several corporations began
(B) investment officers’ fees to be based on the performance of the funds they manage, several corporations began
(C) that fees of investment officers be based on how the funds they manage perform, several corporations have begun
(D) fees of investment officers to be based on the performance of the funds they manage, several corporations have begun
(E) that investment officers’ fees be based on the performance of the funds they manage, several corporations began

D is the answer. "present perfect" tense needs here due to "since". Narrowed down to C or D.

My answer is D

investment officers’ fees to be based on how the funds they manage perform, several corporations began
The pronoun is referred to possessive form of noun. The pronoun should have logical noun reference not possesive form.

Only D does this

is it a rule that 'since' has to be followed by 'present perfect'?

here after narrowing it down to C and D....i faced problem as to why C is wrong...

reason: SUNJUNCTIVE MOOD IS NOT CALLED FOR IN C..

(subjunctive mood consists of those responses where there is a degree of uncertainity)....however here this practice has been continuing since 1986, as a result...there is no degree of uncertainity...hence kick out subjunctive mood--C..

plus OG reasoning of D being more concise....also holds as true as heaven.....
