You may use permutation here:
AECFA and AEFCA are the only possibilities as A to E and the final destination are fixed. The middle two values may be permuted to obtain the two possibilities, of which 16 is a minimum.

same here the option which is poping up is just two ! i go with others !!
AECFA=16$
AEFCA=20$
so 16 is the answer
